some patrol level officers tend to conceal their kevlars behind their shirts as well.
but maybe having visible vests can be applicable to non-SWAT/HRT FBI Special Agents
or even personnel who wear outer windbreakers.
The only way this would really make sense in the game is if there was a regular patrol guy in uniform, with a hard vest on, and only on an active shooter level.
Patrol is not serving high risk warrants typically or doing raids

**IDEALLY, it'd only be necessary for this level of responders to be playable, for less hectic missions that involve themselves in a joint operation with SWAT operators, focusing on minimal targets/high value target, maybe even a serial killer mission (definitely hope a serial killer/cult mission is released in the future)??
We don't call our team SWAT but it's the same thing. We conduct "regular" police work in BDU, chest rig like our K9 guys. Planned ahead ops we are obviously assigned and not on the road, wearing everything from the get. Any time a Trooper is back to the fancy uniform is because they're off the tactical team rotation, ie their days off but working the road.
