Shots in the legs

Hi! I´m new to this game and i would like to know why sometimes you can neutralize an enemy by shooting at hisl legs, but sometimes you can shot the whole magazine at the legs and nothing happens.
My first impression is that the shots are much less effective than in real life

If you want shoot limbs then use only jhp ammo, but not 7.62x51, 4.6x30 and 5.7x28, they have same 0.3x damage like AP ammo. Also carefull when shooting above the elbow and above the knee, it's can cause arterial bleeding, which is 100% death.
7.62x39 JHP have 0% to cause bleed, so you can use it.
