Kevlar is constant 50% damage reduction, cannot be broken.
Ceramic is 100% damage reduction but it can be broken in a couple of hits, then it is weaker than kevlar by 10%.
Steel is 70% protection, cannot be broken but it slows you down dramatically.
If you don't have coverage, if you choose only front coverage and such, your armour will be filled up with kevlar.
This tells me the most viable option is to just have front coverage steel plates and nothing else.
There is value to mobility, especially when you fight against rifles that melt most protective equipment anyway.
The state of the AI's combat behaviour makes this less apparent, but it can make the difference between getting winged or getting killed.
