All team member will go searching. If some stay back not doing anything it's because there's nothing for them to pick up or restrain.
So the game is not registering arrested civilians as arrested. There is no final civilian, you've already arrested them all, the games just softlocking you due to bad coding.
The more effective way would normally be that there are hundreds of cops on the scene and numerous groups of SWAT teams and heavily armed police officers rushing into such big building and searching it.
In this game its left to your tiny group to do....
