Appreciate you mentioning this, that was exactly the issue for me, I assumed the mod.io uninstall option from the crash reporter had cleared that directory but it still had data present for me. For anyone else, when relaunching the game, it will recreate the mod.io directory in Content\Paks\ but it shouldn't populate with any mod data (just the "metadata\state.json" file).
This doesn't fix all the performance drops, there are still optimization issues, but significantly better.

Constant jumps in FPS in any location. The game is unplayable, unfortunately. Epic settings-Low. Dx11. Dx12. Dlss on/off- Doesn't matter
Optimisation is sorely needed.
I get 180-250+ on the gas station map. It is the most optimized or one of.
Some of the other maps with rain and such can dip from 144-200+ fps.
I am at epic settings but with 1440p selected in menu and only using FSR2 quality. No afmf.

So, it really depends on the map. Some are better optimized and some run worse like the maps with rain or the hospital.
