However, knowing this you can use it in certain scenarios to your advantage depending on your play style/game plan obviously. Steal on the other hand NEVER breaks and will be there with you for the "long haul" so to speak, but it will only ever negate a percentage of incoming damage. I don't remember the actual percentage but it was still pretty high just not 100%.
I think the trade off between the two works extremely well actually.
I know Kevlar sucks and isn't worth the movement benefit it provides, so it really comes down to Ceramic or Steel. I've only been choosing Ceramic, since most of my deaths have been from too much limb damage anyway. Maybe for some certain long-term missions (hospital, nightclub, port), Steel might be better, but I really haven't used it much, so can't comment further.
edit: I suppose maybe one risk to look out for with Steel, is that apparently there is risk with bullet impacts spalling and can cause damage to nearby friendly units. So at least for something like Commander/Practice mode, probably is not wise to equip your AI teammates with Steel, since they tend to huddle on nearly every movement. For regular players, probably keep your distance from the person taking point with Steel material equipped.
My point exactly. I think it's just preference on what trade-off you prefer between Ceramic or Steel. I don't think either is vastly superior over the other.
Personally I prefer Ceramic, for the slight speed buff. Though the speed only applies on the initial momentum of your character; i think after about a full second of non-stop moving, all characters will run at the same speed regardless of armor material.
Kevlar on the other hand, unless they provide an update to buff this material, is never worth taking ever.

Best armor is light vest with ceramic or going in with only a stab vest. You clearly do not know the game.
