Restrain bug?

I'm having a bug that makes it so I can't restrain any dead or incapacitated suspects, any ideas on what can be causing this?

I never have but only surrender hostage. I press melee button on him and it reset.

if the suspects arm gets blown off with a shotgun you won't be able to cuff them

just in-case that's the issue

I'm also having this issue it just goes in a infinite circle. Did you find a fix? I already tried to verify game file

This issue also can happen when fallen suspect have agony so you need wait a bit
