ROE makes no sense half the time

I get the whole "Our mission is not to create widows and orphans. It is to bring order to chaos." thing but come on. A SWAT team is not going to stop a school shooting by yelling "I WANNA SEE HANDS" to the shooter, they stop it by folding them like a lawn chair with a shot to the face.

Rules of Engagement are a thing, obviously, but they apply to situations where the lives of many aren't directly/actively threatened, such as store robberies for example, or a crazy knife-wielding Karen in a supermarket. A ♥♥♥♥♥♥♥ SCHOOL SHOOTING is one instance where time is of the mother-♥♥♥♥♥♥♥ essence...

In situations like this, officers are tasked with ELIMINATING THE THREAT as fast and effectively as possible. Lives are actively being endangered; they'll shoot the criminals on sight. Same goes for Ides of March, Sins of The Father, and all missions where suspects are endangering the lives of many/armed and dangerous.

They arrest school shooters if they are isolated from the victims and not actively endangering the lives of others...

You're probably shooting them while they have the gun in low ready. That's against the ROE

If they're shouldering the weapon or in the process of doing so you can respond with lethal force

Oh no, I haven't had any problems with the ROE not working correctly in game, or anything to that extent. I just think it doesn't make sense overall.
What's also funny is that sometimes I shoot them with the gun lowered and somehow it's not counted against me lol. Pretty sure it's a bug but hey, realism, who cares
