For lethal.. I think a good mix is a shotgun or two, two rifles, and an SMG. I personally play as the shotgun guy though.
Sidearms probably don't matter I'd recommend either the USP-45 or Five Seven. They're not going to take cover and reload so may as well give them something that'll put the threat down. Python might also not be a bad option but I'd have to experiment more.
I've seen AI get dropped with even heavy armor+ Steel plates because they got domed or something, so honestly anything that's ceramic or steel is going to be fine.
I tend to run a mix of Gas and flashbangs but flashbangs are of questionable effectiveness.
C2 charges are helpful for distraction and you can never have enough wedges, so I have every officer carry a mix of both.
For long, I tend to give one man a mirrorgun and one man a ram. Ram doesn't break doors like the breaching shotgun does so you can still wedge them, and mirror gun allows you to get intel, although it is more effective in your hands.
Finally, I always give Red Tan plate carriers and shirts whilst Blue have Black plate carriers and long sleeves. Makes it easier to tell who's who.
Everything else is optional, but if you aren't always using gas in your loadout you are playing the game wrong
GASMASK offers the same protection as the ballistic mask and makes you look like a cool swat guy instead of some cod cosplayer
Suspect gas masks don't work. Gas to your heart's content.
They only have them on two levels anyway. Elephant and Lethal Obsession. Literally the same model both times
If the stats are the same then they do look cooler. I will check it out.
There's no reason to take anything other than the gasmask, imo. The nightvision isn't really that useful, I found. At least in Single Player. You're far better to just gas all the tunnels in Twisted Nerve and Rust Belt, and the Port isn't really dark enough to need them.
Gas works better than flashbangs outside, and are silent. They also have a greater area of effect and it affects the NPCS instantly - Even before the gas animation starts (They are kind of broken but in a good way)
The trade off is that the gas obscures your vision when you are inside the cloud, but the effect lasts alot longer than the flashbangs too so it can stun enemies who stumble into it after the fact.
Stingers are next to useless, imo. They can actually kill people too sometimes and injure you and your team mates. I basicly never take them, but they are better than flashbangs outdoors if you decide to not take the gasmask for whatever reason and are caught in a pinch
