The AI isn't the problem, the godawful suppression mechanic is
I can adapt to the AI even though it is very much cracked, but the stupid suppression mechanic makes it damn near impossible to respond to anything, and I think this is inadvertently why the AI is so criticized, because the AI will almost always get the first shot off and completely cripple your character before any bullets even hit you.

Why is a highly trained SWAT operator unable to return effective fire, especially when the AI can't even be suppressed at all? Difficulty that only goes one way is extremely cheap game design, but it seems like ever since Dark Souls, every game dev wants to do it this way for some pretentious reason.

Nah don't dismiss and dilute the elephant in the room. The AI is complete and total garbage.

The suppression is fine.

The suspects reaction time, and the way they prioritize killing you over self preservation are not.

The screen does darken a considerable amount - I can get the blur, and especially the edge blur, (tunnel vision under adrenalin) but darkening the screen, on (for example) an already dark area just makes the the bad guy completely invisible - the opposite of what is reported in these encounters, specifically that extreme details are visible in the center of one's vision.

Can't really judge suspression when everybody is dedicated to the cause of grabbing 200 bucks from a gas station, willing to die for it. After they fixed the AI, we might be able to see if supression needs a fix.

The problem is that surpression works only on the player, but not on the enemies. So enemies will happily blast away at you with terminator precision even if they are being riddled with bullets at the same time.

The AI is crazy fast, accurate, and insanely aggressive, not to mention theres like 20 of them per mission lol, need some tweaks devs...

True but it's really not too different from SWAT 3 AI. The difference I'm noticing is that in SWAT 3 and 4, the player is able to hip shoot and is immune to suppression so you can easily dispatch any threat reflexively, even if they're cracked. That is impossible to do in this game though.

We really need the AI to be suppressed. I was under the impression that in EA, there was some element of suppression of the AI.

There is a mod that removes it on Nexus (not on the god awful site this game integrated) but it makes little difference IMHO. I get shot trough walls a lot or by AI that runs in trough a door gun blazing.

I don't think you're wrong, the one-sided suppression mechanic definitely makes the AI problems worse, but I don't think I understand the Dark Souls analogy. If anything, what makes Dark Souls hard is that most enemies operate on the exact same rules as the player, which seems to be the opposite of RoN's problem.
