1. Bring wedges
2. Profit
But seriously, here's sort of what I usually do:

Enter the main house (the one with the Ring camera on the front door) wedge the door to the backyard, keep half your team stacking the door to the tv room and clear the bathroom and downstairs bed rooms with the other half or by yourself. Enter the TV room and either
a. Wedge the long hallway door for now and clear it later or
b. Stack half the team on the stairs and take the other half to secure the hallway door. Clear the left-connecting rooms and then the dark room straight ahead from the hallway. Wedge the door in that dark room because it also leads outside to the backyard.

Clearing upstairs can be chaotic depending on suspect position, ignoring the nitty-gritty you can just order half your team to clear the upstairs and hope for the best, meanwhile take the other half and clear the immediate left at the top of the stairs. Peek the room on the right as it's smaller so its easier to assume it's clear at a glance and then clear the room on the left with the half you got following you. Once both those rooms are clear, have your half stack up on either the child's bedroom door or the one next to it, it essentially doesn't matter as they're both usually shut anyways, then report the soft objectives in the two rooms you just secured. Wedge either the child's bedroom door or the one next to it, whichever one you don't plan on making entry to since they both connect. Clear whatever room you didn't wedge, be aware that under the bed is clear and mind the windows that reveal you to the backyard. Report the soft objective and head back out, don't forget to remove the wedge as it's no longer needed there. Close and wedge the door across the rickety bridge or have half the team split the stack and watch the bridge. The bunk bed room directly across the bridge and the adult bedroom are attached by a bathroom, so it is an exact repeat of the two-connected rooms you just did, and can be handled the same way.

Refer back to B if you haven't cleared that room yet only this time keeping half the team watching the bridge instead of just the stairs. The first house is now secure.

Onto the second house, cross the bridge and clear the room that attaches to it. Wedge the door that attaches to the second-house-upstairs, so you can order your full team to clear the attic, keeping in mind the attic has a sort of two parts to it, one going left the other straight-then-right. Once that attic is clear go back down the attic stairs and remove the recently mentioned wedge, and either tell your team to clear it and hope for the best or tell your team to follow you and lead them in at the pace you want. Whatever you do, the long hallway and wrapping staircase tend to be hairy in terms of danger. Wedge the two upstairs doors closed, then tell your team to stack up somewhere downstairs, so all of them can be down there for the next bit. Wedge one of the doors that lead you to the downstairs lab, and stack half the team on the one not wedged. Use the other half of the team to clear the two metal doors that face each other in the foyer, one at a time. Once done, clear the downstairs lab with the full team, again I suggest a breach, and wedge the door that leads to the backyard. Report the soft objectives and take the full team back upstairs, working to clear the two upstairs rooms one by one, keeping in mind enemies and civilians love waiting in the corners of these rooms. Report soft objectives and the second house is now clear.

Go back downstairs and clear the second-house backyard through the lab backdoor you wedged. Enter the first-house backyard through the doorless chainlink fence and tell half your team to stack up on the scary-face shed door IF you want to play it extra safe and take the other half of the team up the stairs to the tertiary house and wedge its front door. Clear the shed with your full team, and tell them to stack up at the tunnel entrance.

Keeping the already long reply as short as possible: the tunnel is hellish. There will be suspects down it, and combat inside the tunnel is hairy, there's no way around it. Tell your team to clear the tunnel, ordering preliminary grenades is essentially useless here as the AI won't throw them anywhere meaningful. If your team stop advancing ahead of you, tell them to stack up or Move To. Make sure the dead-end tunnels are clear without a doubt, keeping in mind suspects can hide in crevices in these dead-ends by laying down flat. Clear the tunnel exit which is up an incline with a metal sheet, it'll take you into the tertiary-house, which is nothing special and there aren't usually enemies here. And with that, you've just been through the entire map and it should either be finished completely or completely safe to explore and seek out the other objectives and items. If you do all this and the Bring Order objective is NOT completed, you should be scared ♥♥♥♥ -less because how is that even possible.

Parting advice and things:
1. Bring a mirror-gun, being able to see what's behind a door is a significant advantage to planning.
2. Bring night vision and at least one gun with a flashlight so you can be aware in any lighting conditions on the map.
3. Trying to score suspect arrests is going to be much easier when the suspects are confined in rooms and not wandering in spaces like the tunnels or the backyard.
4. I deliberately leave Clearing and Breaching vague because I don't know your personal skill level, what you or your team bring, and I don't like confining advice to ultra-specific loadouts. Enough practice is going to make pretty much any loadout or strategy work.
