Looking For Details on How does Stealth System Works
How does the stealth System work?

How to detain suspects and still be stealth?
Does the VOIP System have any effect on that?
Anyone have access to detail info about that?

In my experience, it's pretty hard to "stealth" in singleplayer mainly due to the SWAT AI. Shouts I think have two parts, there's a line of sight shout for compliance, and then there's a radius shout that alerts the AI.

If you can manage the SWAT AI, which some maps don't allow like areas with windows by spawn. You could actually in theory go quiet, mainly using less than lethals, and avoid setting the AI off into their full alert state. You'll know you're doing it correctly if the first few encounters, if not all, have the AI react with their hesitation/indecision movements.

This would imply that the Suspect AI isn't totally borked (which they are) so basically its nigh impossible to stealth in this game until they bother with overhauling the AI system.

The suspect AI is a little too crazy to do proper stealth with right now, and the SWAT AI is a little too trigger-happy to be all that stealthy with too. But you can totally get the drop on enemies more often than not if you make heavy use of door wedges, gas grenades/flashbangs, and avoid letting the SWAT AI breach rooms with you. Mainly because the SWAT AI are very quick to shoot suspects if they're even a little bit slow to comply. Which, while realistic also makes it really difficult to arrest anyone with how aggressive the suspect AI is.
