It's similar to your gun being pushed into a wall
Just Bash (B key by default) to get them out of your face
Thing is, no officer would ever do that. If a hostile suspect was getting in their face they'd sooner push the barrel up against the suspect than raise it up. If you close in on a suspect they aren't forced to raise their gun up from you being too close. They'll just shoot you in the damn face lol.

You're raising it because it's being FORCED up because there's literally not enough room for you to have it out. Like I said it's like being pushed up to a wall.
If you have your pistol out they have a much shorter length than your long gun and you'll notice you'll run into this issue less as they have to be on top of you to have the pistol shoved up due to their shorter barrel length. This is also why the AI can shoot you as they primarily use Pistols
You can try but it's not that easy. IRL, the suspect can grab your rifle from you if you're that close.
This is for balance purposes. Otherwise players would all just be exploiting this and running up to suspect's faces
Don't pretend to know anything about balancing when you bootlick this game's 0.2 MS (proven) A.I. It's not for balancing because you're dissuaded from trying to get close to the suspect in the first place due to their reactions.
The real reason is that it's because of a collision-based animation check trigger soft-coded into the game. If something near your weapon has collision, your weapon is automatically faced to lower. This applies to walls, objects, NPCs and players.
To OP: I had an idea to try and implement this as a mod, but I don't know the EXACT config or variable denoting it yet; I know it's possible however since the Gunfighter mod lessened instances of this because the author of the mod reconfigured the weapon placement in first person view and subsequently lowered the value for the barrel length of certain weapons. However, I don't know if it's possible to do this outside of that, like a universal check for NPCs or at least the Suspect type since it's tied to the weapon barrel length system in the game.
That's what I was thinking yeah. It makes sense to raise the gun up to have room if you're say, bumping into a wall because you can't just push a wall out of the way right? But if some dude is up in your face you're literally a trained SWAT officer; instead of your gun getting pushed up your guy should just reflexively shove them back out of the way.
