FISA agent on Port Hoken
Anyone know what's up with the FISA agent acting so suspiciously on Port Hoken after you find the container with the goods for the auction? Are there any hints I missed?

What exactly did you find suspicious?
that they command you to close the container instead of rescuing the trafficed women? they tell you they will take care of it and you better close the door behind you and look it back up u want any more red flags? the commander probably has a portrait of hitler in his house dont know his tone of voice is more then enough to figure out he is a bad guy

I was a little confused about the interaction since it seemed like they were trying to set up a mystery ... on literally the last mission of the campaign. Hope there is some kind of pay-off in the future.

well in some other missions you find FISA agents in corrupt positions and some of the answermaschines and audiorecordings mention them being in deep.

in fact, he says to close the container so as not to harm the women during the shootout and elimination of the threat, which is a very smart move.
an adult and experienced leader of the operation takes precedence over feelings and the thirst for irrational heroism, giving a tough order.

He tells you to lock the container back up even when the AO has been cleared.

Two of the most common theories are:
A.) FISA is corrupt, and is most certainly in on it.

B.) Intel didn't match up entirely, and the crate full of trafficked women was not in their AOR, which then prompted the FISA leadership to jump in when Judge's team reported it for the sole purpose of taking credit for their rescue.

I'm more so leaning towards the former, myself.

If you listen to the recording of the informant talking to the detective (in the media tab on the briefing), he ends the recording by starting up another call to another agency.
He is trying to get immunity by telling different authorities about different criminal activities in the port.
When they tell you to close the doors it is because their agency is investigating the human trafficking ring that they were tipped of about while your department is only there for the weapons trafficking.

Nope, after 5 years of overhype and conspiracy theories involving mysteries and leaks of Carcosa and other BS, it ultimately failed to deliver a coherent narrative or meaningful content upon release.

It was an interesting touch to the level and would be great to see other narrative scene elements like it, but the delivery or even occurrence of that particular scene felt somewhat out of place as there are unfortunately no other small story moment "events" like the port cargo container. As much as I do appreciate it, it's just opening a crate with some stationary npcs inside then a few lines of dialogue between TOC, FISA, and Judge. It's a cool moment, but where is anything else even remotely like this in the other 17 missions of the big 1.0 release?

would be nice if they keep it consistant the last lvl is the only lvl with any kind of dialog or reaction from your officer.

The hints you're missing pertain to real life.

Simply put, FISA is the FBI equivalent in RoN's world and If you don't know how the FBI operates in the real world and what they've done and what they continue to do among most of the other alphabet agencies apart of the U.S then you're not going to be able to make sense of anything currently and will probably have to wait for the devs to spell it out for you.
