Twisted Nerve AI Bug?

So, I've been trying to get an S rank on this level for the last few days. I've run the level at least 20 times now... and without fail, One of the enemy AI's shoots themselves or something before I / The swat AI even get to the room they are found in. One go at it, the guy was locked in a room with no windows or anything, all alone. Just dead in a puddle of blood when I found him.

Has anyone else ran into this?

And No, I did not shoot them, The Swat AI all have pepper ball guns and no side arm ammo
