Let's Figure Out The Rules of Engagement
Noticed some Threads here and in-game people have complained about the ROE and it not being clear

So let's figure it out

From my personal experience here's what I've noticed:
*You can't use Deadly Force (firearms) on Civilians

*If a Civilian is non-compliant (they tell you to shove it when you shout at them) you can use non-lethal means for compliance (shove, pepper spray, etc)

*A suspect or Civilian pulling out a Badge or Phone is semi non-compliance but not a threat. Watch your fire. (Had teammates get the Streamer to drop his gun but shoot him when he pulls out his phone. This counts as unauthorized use of force)

*A suspect holding a gun is NOT a threat. If they aim the Firearm or in the process of shouldering the gun ARE a threat and you can respond with lethal force

*A suspect running away without engaging is NOT a threat. If they shoot you THEN flee you CAN use lethal force

*If a suspect has their hands up you cannot hit them again with non-lethals. This counts as unauthorized use of force (gas/pepperball clouds doesn't count. Hitting again with pepperball projectiles DO). If they start to stand up they're free to hit again to get compliance

*Stuns from Flashbangs, C2 charges, etc is NOT compliance. You can shoot them until they put their hands up.

*So long as you are using a less than lethal primary, you can fire on any armed suspect without yelling at them first, or waiting for them to point the weapon at you.

Yeah definitely. I've been doing this all day. Just blow in that door and pepper ball the hell outta em'.... just don't go nailing civs or I think you still get unauthorized force.
Hitting kneeling suspects that aren't reaching for things is unauthorized use of force unless it is from throwables
