Trying to get 90s Swat uniform, but Valley of the Dolls wont unlock.

I'm trying to get the 90s Swat uniform. And despite the fact that I have completed every mission with at least a C+ in both multiplayer and single player combined. It still hasn't unlocked. Which I just assumed means that I must have to get it through single player only. Which I finished every mission there and got all the achievements. However for some reason, Valley of the Dolls refuses to unlock in single player. I thought playing missions in multiplayer unlocked them, because I had a similar issue with Elephant until I played a multiplayer round and it unlocked for me. But Valley still wont despite numerous successful runs on it.
Is it supposed to unlock after I play a few more random single player matches?(which I have done everyone aside from that)
Or I never got an A rating on Valley. Am I supposed to get an A rating on multiplayer to get it in single player?
I really want to unlock it naturally. But at this point it feels like I might just have to get in an unnatural way through like an unlocker.
I'm hoping im just missing something, and that my game isnt just broken.

Did the prime suspect, that you need to apprehend survive? as in did you complete the objective? If not, then that's the reason. I completed the mission with a C as well, but if the prime suspect is killed, then the mission is deemed a Failure regardless.

Last time I played on multiplayer with Valley Amos survived and I got a B, every objective was successful, he was incapacitated but the game didn't seem to count that objective as having failed

I should have specified: I meant the mission before Valley of the Dolls. The postal one. Missions you complete in multiplayer normaly don't go over to commander mode. I don't know whether the same applies to practice mode.

Just unlock all the cosmetics using mods, the grind for the cosmetics really isn't worth the time.

You can still join public lobbies with the mod on and it will still work.
