Make sure you check wardrobes and under beds, also suspects might move to the room you cleared a long time ago.
Check all of them
And I do mean they can hide under ANY bed. Even the king size beds
There's a bugged closet near the TV lounge where they sometimes get stuck and unable to exit. They can also hide under beds, like others mentioned.
If they don't bug out, shouting should get them out.
I killed a suspect, he dropped down like a ragdoll, then I turned around and when I turned back there wasn't a dead body or any suspect around and bots started yelling at the position where the suspect died.
Checked the whole map and couldn't complete "bring order to chaos", and bots yelled and watched that position of suspect even when we were in another corner of the map.
Seems like it is a some sort of a rare bug.
This. I had the same situation on "Sins of the father" - complete building cleared, everyone dead or cuffed, every effing room checked like 5-6 times, under all beds, in all closets and it still said not all civilians rescued. I had spend 45mins on searching before I restarted the mission.
Some NPC must have been clipped out of the accessible part of the map - there is just no other explanation.
I searched the freaking house for 30 mins and one junkie just ran through the hole map! TT
