If I install mods, can I still unlock new levels?

It will give unlocks and achievements as well. Easy S rankings if you use the right mods.

Yes. The only ding you get is a red "Unofficial Score-Mod Detected" under your score at the end of the level. Everything else pops (new levels, achievements, officer slots, accessory unlocks).

Use the mods wisely. I have found that most of the mod io mods cause the game to stall and sometimes not reload. I have found that the 1.0 approved mods in Nexus work fine. They take about five or six minutes to get all the world data to bake in, but they work. To get those just type 1.0 in the Nexus search bar and all of the ones that work will show up. Some that have been found to not work also show up, but they say they don't work. The only one I found that worked that was not on that list was Sanctums Deceit...Good luck.
