Crying child in rust belt?

In the evidence locker after Rust Belt you can find a text message between two people, one of the guy mentions a crying child in the tunnels, but to ignore it as there are no children in the tunnels.

Is this supposed to reference something? Or is it like a little ghost easter egg thing

It's a reference to more child trafficking. Coyote's (traffickers) do this in droves across the Mexico-United States border. Funnily enough, they easily manage this in conjunction with the approval of the DHS.
