Do you get them from buying supporter edition or is it something else?

Yes, it is from SE. They are reskins in essence, though I could not tell you the list off the top of my head. I believe the PC19 is the G19, something like that, and the Entryman is just a reskin of the B1301. Different weapons due to different meshes, but identical stat wise to what you have with the base game

what about the riot shield?

The rescue shield is also an SE item, If I try to recall the full list. It's the PC19, MK1, Rescue Shield, Entryman, Alpha and Bravo Uniforms, and soon coming a lot of items that will make up the HRT outfits as well as GPNVG.
