From what I understand the hostile brother is someone that turned to tracking people to have kidnapped, which will be for clear enough reasons once players pay attention to the briefings. It's made more clear in later missions.
Some argument happened which resulted in the hostile brother killing his mother. Something made him snap. Since the perosn running the show is a rich guy (who the player later confronts) my guess is he applied pressure on this hostile brother which lead to him snapping and killing his mother. Though it's not explained either way in the game. But if such things happen in real life then it makes sense. A parent trying to control her kid which causes them to feel like they don't have a choice resulting in lashing out. It fits their personality going by the phone call in the briefing. Someone that wants to know they're doing "their" thing instead of what others want him to do.
The briefings really bring out the personality of the suspects and victims. TOC is just going "This is the mission". But hearing the suspects and victims themselves really helps to set the tone.
