game looks grainy/blurry
my graphics look like they have slight grain filter on and things get blurry after a certain distance like the character has slight myopia or something

AMD Ryzen 5
16gb RAM
Nvidia GTX 1060

the game has a film grain effect built in regardless of graphics settings i believe.. there may be a mod to disable it. blur could be from taa, try changing anti aliasing settings to see if that helps

or resolution scaling being below 100%

Be careful of setting any files to read only. These files are designed to change for a reason. 2 months from now you will be posting that the game isn't doing something it should forgetting you set this file to read only.

i found turning pp to low and use native (no upscaling) got rid of the blurriness for me without editing .ini
