'Win' Conditions

Apologies if this has already been asked, but If I have an objective to arrest 2 suspects, but I went through the entire level and only ended up arresting 1 because I had no choice but to shoot everyone else, is there no way to complete the mission? Did I just waste 40 minutes for nothing?

The mission will end once all objectives are completed/failed. You must be missing something. You can press Tab to see your current objectives.

So If I killed every suspect besides 1 the mission would automatically fail? Thats good to know at least, but I do feel like I combed through every part of the level and couldn't find anyone else.

The mission will not automatically fail if you fail the arrest suspects objective. You still have the objective to rescue civilians. Is this Brisa Cove? There are additional objectives where you have to find weapons for the game to complete.

The meth lab you are required to secure the drugs to complete the mission.

I completed that objective. The only remaining one was to arrest the 2 suspects which it didn't seem like I could complete. I had no choice but exfiltrate which seems to be the same as failing the mission.
