It depends on what part of the weapon. Only a few of the parts are considered a firearm and need the proper paperwork to be legal. Converting semi-auto to full auto CAN be done legally.
Still does not explain why EVERY SUSPECT is highly trained paramilitary.
But if you want to throw environmental story telling, go to the guard stand in MindJot and there is a voice memo telling guards to watch out for people pretending to be police. Dumb reasons are still dumb.
Kinda rough coming from the easy convenience store mission to this.
I get the dislike and fear of AI specifically, but I don't think this situation is particularly relevant to that discussion.
Basically, they aren't a priority right now. Subtitles are an accessibility feature, not one required for gameplay to function. The game is still actively being changed. It is actually a waste of resources to pay someone to write out subtitles for content that might get entirely erased before release. Proper subtitles come far later in production, once you have finalized the story, the scripts, all the small lines from your SWAT team, etc.
Same goes for the mission briefings. Some are in a weird state right now, but I wouldn't expect them to stay that way. This reminds me a lot of other games open access cycles, the story parts are pretty janky while they are still figuring it out. It's a clear sign of the story being a WIP, but that's not inherently the end of the world.
I'm not too upset now. I would be if they were in this state at 1.0 release.
Depending on state laws, it is perfectly legal to manufacture your own firearms and sell them without a license, provided both you and the people you are selling to are not a convicted felon, and you have it serialized as well, assuming you made it from scratch or something. However, to it put simply, you are correct about making machine guns is illegal. Unless you're an SOT iirc.
