Obviously the hostiles can cross from one side to the other while your underneath that office area/FISA office but it usually works out ok.
The only problem is the friendly AI turn to crap in open areas and you can't really command them very well.
Tips for using shield: avoid using your pistol unless the enemy is reloading and you have a clear shot (crucial to have a laser attachment), otherwise they can shoot your arm and you might start bleeding out in bad situations. Try to move around while standing and crouch as soon as you take fire or spot a suspect.
This might be a good strategy in multiplayer as well, but I haven't tried it yet.
I wedge the front door, clear the right side, and wedge the large area entrance. Return to the left side, clearing the outside area (and hopefully arresting the dumb FISA officer). From there it can get chaotic, with the AI deadeye accuracy, so the best play is usually to take the right loading dock and get to the stairs.
The same methodology applies to Mindjot Data Center (I clear outside and roof first) and 4U Gas Station if I`m playing Lone Wolf (or with AI). If you care about war crimes, lots of gas and pepper balls.
This level is difficult, but doable after tearing your hair out.
