It's extremely bad at utilising your hardware in this game
With DX12 you'll get more proper utilisation, but you'll get shader compilation stutter instead until you have experiences all of the content and will happen again when you update your GPU drivers because the game lacks a shader pre-compilation step.
My utilization won't go over 60%, tried changing every setting. No idea what is happening
I run the game wiyh dx12 and nothing change i will wait a patch
Set a cap if you do turn it off, yes. Otherwise it could go 1000+fps in the menu and really max out your card for no reason.

30% CPU util means nothing (as in the way CPU utilization is reported, a single number usually doesn't say much)
Looking at the utilization on my I9-9900K, at least in D3D11 the game is heavily single-threaded (one thread running at 80% with one other around 40% and the rest low 10s - this is reported as CPU util 16% to explain my previous point). My RTX3090 is bottlenecked by that single-thread performance at 40% util in the heaviest scenes.
I need to check how to switch to D3D12 and see if that helps, even though dealing with the reported shader comp stutter is also annoying.
As reported by Mezziaz earlier, this introduces shader compilation stutter which can be quite annoying but I guess better than nothing right now.
Wondering actually if as I’m using gog it’s not showing the launch menu..
Starting the game from desktop icon, it always runs in dx11 for me. But starting it from steam, it either offers the option to choose or you can set it to run it always (when started directly from steam) in dx12 in properties. I am not sure if there are similar options in the gog.
But as Rox said, there are still stuttering issues. At least on my machine, the performance is better (still not perfect) than dx11 version, but there is a lot of shader comp stutter.
