Briefing + Map Planning

The update notes state some sort of pre-planning board you can draw on, as well as listen to 911 calls and go over other objectives. I can't figure out how to access this or which room in the department it's located?

I have been trying to use the planning tools but can’t figure out how to work through it. Is there a guide somewhere?

I have the same issue. It feels so random when I try to draw stuff onto the map. Sometimes it works, most of the time it does not.
