I actually can't think of one which is worse.
Using the post office map as an example, in the warehouse, looking out through the loading bays you can see multiple suspects/ civilians. Even in clear line of sight, any commands you say will be ignored as they flat out deaf and blind to your presence. If you walk close enough to them they will suddenly react.
Civilian AI has its faults. A good number of the civilians feel like morons, running away from you or being PIA to detain even at gunpoint.
Others have perfectly described other issues with suspect AI, shooting/ seeing you through walls, etc. In general i'd say the AI lacks intelligence.
I've seen people praise RDR2's AI consistently but seen plenty of people criticizing it for example in both cases but you could replace RDR2 with ANYTHING and you'll still find people complaining and highlighting their examples somewhere` it's clearly not bad enough to ruin the game or it wouldn't be so well-received, so in the end it depends
I dont find it fun to just send the AI into clear room leaving me to just report and bag the guns.
I want to play like I do on SWAT 4 & Zero Hour and clear the rooms myself without getting aimbotted by the AI.
RoN has a long way to go for me... Shame I cant refund it.
Nah see, because if you play the games this game is mimicking, you'll see a stark difference.
Things that never happened to me in SWAT 4:
I never had a suspect fake surrender 3 times in a row while surrounded by officers
I never saw the AI start shooting me from the start of the level
I never had the entire AI team get injured by one suspect with a handgun
I've never been shot through a door 30 ft away
I've never had my entire team body block a doorway while a suspect shoots at them
I've played ONE (1, uno) barricaded suspect level on RoN and all of these things happened within that single game.
Currently, the ai's meh.
His focus was on the enemy AI issues, which are far more egregious when compared to the same game. Despite the problem you mentioned, Swat AI was remarkably more enjoyable, even though it is an older game, having been released 13 years ago. Regrettably, it took the developers over four years to acknowledge the major issues with the Swat AI, and it seems that only this aspect might ever receive a complete re-do.
I was hopeful for RoN until I realized they were talking about 1.0 even being on the horizon, if not the next update, with the AI being in such a shameful state. The squad AI is merely passable, the enemy AI is basically nonexistent.
I refunded the game, but I'm hopeful that they actually manage to do something with the AI, because believe it or not, I'm not terribly content to just sit and play SWAT 4 for eternity. I also don't want to rely on a mod that sticks it's fingers into every facet of the game just to deal with something the devs should have addressed YEARS ago when I first heard about the game (specifically the Jug's mod).
You can use only the AI. Just rename all the other modules to '.bak' instead of '.pak'.

I'll probably pick the game up again once there are no more major updates, or if there's just a really good sale.
But then again, I can't think of ANY computer game that has truly good AI.
At least it beats the ARMA 3 bots; those guys are very, very......very stupid.
Love the game...hate the bots.
