The devs have said next update will include more customization options, and being able to customize the SWAT AI like the player model is planned.
It's primarily for gameplay. There is the issue naturally of networking, especially for peer 2 peer, having 10+ users connected at once. It is possible with mods naturally, but the game isn't necessarily built for it. There's also the issue of just scaling and playability. Having 10 people on Ridgeline would be a nightmare, while hospital would be easier, but that's also the issue.
5 players is a fair number for most games, and devs build around that. Hospital is a challenge because it is large and you are so outnumbered, it isn't because there are 10 swat and 50 suspects. It is an artificial limitation, but it also adds to the gameplay to have a challenge based on numbers, and of course promoting closer communication between said 5
