This appears to present a significant contradiction with the idea of "The developers try to add what real SWAT use in North America".
That is not how lasers work in reality and seems like a huge and unrealistic trade-off. Sad if they decide to go down that easier route as every other game seems to have managed to integrate both without any gameplay or technical issues.
It doesn't really appear to me that balance should be the primary concern when dealing with AI suspects in high-risk scenarios. Adding to that, some maps have moments where I'd like to take off my NVGs and spot-check with a white light because they're in that weird dark-but-not-too-dark scenario. Even in games with PvP (Ground Branch, Arma, etc.), I've never heard players complaining about having access to both tools at the same time - if anything, it adds to the immersion and tactics, meaning you have to pay attention to your kit and how you approach CQB/room-clearing.
At the end of the day, this is a minor concern I brought up relative to the game as a whole, but it is something I personally desire. If it doesn't happen, I'll still play the game but it will feel like that little extra bit of immersion is missing.
Edit: Also, regarding your first comment about not wanting to put anything else on your rifle... what else would your average SWAT officer mount on a rifle barrel besides a laser and light? And if we wanted to talk about balance, realistically only one person would carry a battering ram, only one person would have a shield and no rifle, etc, etc...
