报告翻译问题
Here are a couple small examples from 4U Gas Station (the green dot I drew is approximately where I gave the command):

Nice! The AI is so worthless I never observed the difference.
So basically the difference is so marginal they could just drop the move order, rename the cover order to "move" and noone would notice.
One way I can think of to make the two orders useful each in their own right:
Move - move where I point, take best possible cover once in position
Cover - take best possible cover in your current position, cover the direction I pointed you to
Hopefully this is all fixed in the next big AI update.
