A $40 USD price tag, for a game-
That has MAYBE 20 hour's worth of content.

You know there are other shops right?
You didn't have to pay $40 for this

I didn't pay $40. Just saying the steam price.

Yeah, it's almost as if the game is still unfinished.

Yeah and in my country it's £30.99, but I felt that's a bit high so I went and bought it for £23.99 instead.

My point still stands, the price displayed is only the Steam Store price, not the price of the game.

obviously its not finished. but 40 usd, (30 if you buy it from a key website, etc) its not worth it.

MANY YEARS AGO, When it first came out. Things take time obviously.
I find it worth it for the price, even a few months ago. It does vary experience to experience, and it ultimately ends up with how you want to play the game. If you want to play to grind levels, then this game sadly isn't for that crowd, there is nothing but scores to grind and they offer nothing as of yet. The rest however is what the game is for, messing around, law enforcement RPing, improving scores, etc. I find the gunplay to be fine, and the AI except for some cases do feel challenging enough but fair.

I don't even have 8 hours in the game and I've beaten every map but one, with my friend.

And that's fine, the games replayability comes from completing it over and over. It's not something you clear once and move onto a next mission expecting a satisfying store, end, or something to unlock. Especially with random groups, or even solo to extent, the game provides enough randomization to make each playthrough feel relatively unique. More is to come as well in that regard.
