Steel plate does have a niche but that niche isn't for professional users. They have access to significantly lighter thinner and much better performing armor. They will also understand the best armor is mobility and not getting hit in the first place. And if they do catch hits on their armor, Uncle Sam or us taxpayers will provide them with a new plate at significantly cheaper than what regular people can buy them for.

It's also worth remembering that in the real world the double tap, controlled pair, hammer pairs etc first existed because of small pistol magazine capacities, and then caught on because of limited ammunition budgets. I agree that games have to find a balance between realism and gameplay, it is true that in the end it is a game, and for example, it would not be fun to stay 30 minutes in the van as you move from the lobby to the map.
