In reality, with body armor and helmet those guys get on target blazing fast, like 0.3 seconds from retention position to first target hit. Also, it's all done in one smooth motion, not getting gun up and then sloooowlyyyy aligning your head position from left to right like it's displayed in game. Basically, by the time you get your gun up your head is already in position and waiting.
Moreover, in-game rifle is already in firing position so you just need to get that cheek weld... it's also one smooth motion even if you're wearing a helmet, thankfully head movements in humans are quite fast and precise. Not all humans, sure, but with that kind of problem you won't pass medical to be in SWAT to begin with.
