Tasers launch 2 barbs, both need to make contact to complete the circuit. The further apart on the body the barbs land, the better the taser is at involuntary muscle contractions. With the area in between the two barbs being the most heavily affected. So when deploying the taser you ideally want to 'cross the beltline' put one barb in the upper body and one barb in the legs. The newer tasers have two different aiming lasers for this purpose. So the closer you are to someone when you deploy the taser the more likely the barbs will land closer to each other and the less effect the taser is likely going to be. As an aside, removing the barbs is...unpleasant. It was worse than being rocked.
Obviously the in-game taser lacks that complexity but it still tends to be more reliable than the in-game OC spray.
