Exactly.
The issue begins when the shout is primarily line of sight based. Besides that, just shout, you are there to take people alive if possible and kill as a last resort. But then again, that's up to player choice, they just have to choose whether or not the score means anything to them.
Edit: Just remembered as well, but armed civilians are planned, so no. Having a gun by itself isn't a crime, nor is it worthy of death. There is a reason why police have to announce themselves in a lot of situations
Active shooters are way different than a barricaded suspect. But it doesn’t seem like there is any difference in ROE. Keep in mind that it can be justified to shoot an innocent, armed, civilian if it’s reasonable they are a threat. Happened not too long ago at a mall here in the US. An undercover cop was shot by mistake, but there were no criminal charges (Jacai Colson I think his name was).
TL;DR this game needs a better explanation of ROE’s so I can at least attempt to comply
It is painfully black/white, completely disregarding the extreme complexity in any shooting scenario.
OF COURSE the law must be upheld, but at the same time, policemen must also go back to their families alive.
Not to mention they're very expensive assets in terms of money spent to train and arm them.
Therefore, while we can easily understand the idea behind that concept, it's very poor implementation makes gameplay stiff and unrealistic. It's NOT ok to force players to expose themselves to enemy fire so they can notify a suspect. And a lot of other aspects that don't make any sense whatsoever.
Anyway... Ppl play the way they want. If your fun is to grind every score point, by all means, do it.
Just don't pretend you're "emulating SWAT SOPs" when you do it, because you're actually not. You're just playing a game.
