A reason to not take heavy armor and a ballistic face mask?
Pretty much every mission I run heavy armor and ballistic face mask and I don't see a good reason to run anything else. I think heavy armor has saved my skin more than a couple of times.

Gas is pretty pathetic right now. Playing RON with less lethal just isn't fun like SWAT 4.
I suppose if you're going for S ranks or bust you may as well run no armor, because you're resetting if anyone gets hit anyway. I used to run mostly face mask too but honestly I never really directly noticed it doing anything beneficial, and something like NVGs are just much more useful on Twisted Nerve or Port Hokken where they can directly save you by spotting that suspect hiding in a bush or whatever. Flash goggles can be nice if you're using the new grenade launchers, gas mask is basically mandatory for gas of course.

I think light-armour is only really useful if you know exactly what you are doing, and the gas mask can be useful if you want to change things up a little. But other than that, I agree with you that there is probably no reason not to use the strongest of protection, every single time.
The flash goggles don't stop the flash from stunning you but the effects are very reduced and I believe you recover faster. They're useful if you or someone else is carrying the M32 or M320, less useful with handheld flashes since they are usually easy to avoid since you can bounce them around corners.

I guess it depends on your style of play and especially on the map in which you play.

personally I almost never use the ballistic mask, I generally use the antiflash google or nvgs and if we use the gas in the team obviously the gas mask. on the armor I quite agree with you, I think they should increase the difference in movements between when you have equipped it and not.

The armored face mask is very situational. and I would advise against taking it for every single situation; It is really only effective against sidearm caliber rounds, and in most cases only against glancing shots. It will save you every now and then, but unlike your vest, I wouldn't put to much faith in it.

Night-vision and anti-flash are the best go to options, depending on the situation. If its night or a poorly lit map, I would recommend taking night-vision. In general situations anti-flash works wonders for flash banging rooms and breaching.

Old thread but may as well say it, gas mask gives you face protection 1~2 hits usually, compared to ballistic mask which is 2~3. Since gas is the best throwable by far, it is worth the trade off of slightly less protection. Heavy armor adds protection to arms but it’s janky and doesn’t really do much, light armor gives you much faster start move speed so I never wear heavy anymore. For armor material it really depends on what mission, usually steel since it’s overall better, but if I know they are mostly using pistols I’ll wear ceramic. Also should note the nvg and flash gogs also give face protection but since there aren’t any true night maps anymore and gas is downright better than flashes, I’d say stick with gas mask.
Basically best load out is, light armor with steel plates, and gas mask.for everything else guns are your choice, cs launcher for back, 4 cs nads, and 1 lock pick gun.

My only issue with gas, comes from it being this big blinding mass of gas for me, a smokescreen effectively. But they shoot me through the gas as if it isn't obscuring anything as a big opaque mass of mist.

problem with gas besides an older post mentioning the smokescreen issue is billowing time. with gas you have to let it billow before pushing in, and during situations like an active shooter every second you waste letting it billow is another dead civvie. Flashes or stings are far better for that cause you throw it, bang, push, there is no time spent waiting for it to billow.
