depends on how you view it.
i would say everything below 3 people is not really nice to play..... 3 people is the bare minimum and even with only 3 you run into several problems....
you cannot cover all the angels or "threats" arrest civs and cover multiple directions and doors while trying to advance when your squad has only 2-3 people.

but you can pretty much easily find people to play in their official discord to get a full squad going.

Go slow and steady and you'll be fine :) Been playing a 2 man team with a buddy and its been totally doable, though doubtless the game would be better with a full team :)
