found out today that if your lower your shadow setting in graphics dark spots get way darker so ramp up shadow quality to maximum

I do but i'd also like my military grade flashlight to do something
... so the game offers a solution to your problem but you don't like the solution so you stick with the problem. Alright then.
A game bug is not MY problem... And being forced to use one of many attachments is not a solution.
Sorry if I misunderstand but why do you consider a dark room to be a bug?
I've been in pitch dark, flashlight should be brighter than you'd expect, the game has some issue with lighting, the flashlight works perfectly only when there's light, if there's dark the light beam gets dimmed too
