Freezing/Stuttering

Is anyone else getting random stutters while playing? And every time I come into contact with an armed suspect, the game always freezes when they are about to start shooting. Then when the game unfreezes, I'm either dead or badly wounded. I've got an i7-10700K and RTX 2080 Super and get really good FPS. Anyone else having this issue?

Oh yeah sorry this is on single player and I use DX11 when I load up, my PC doesn't like DX12 on any game. The issue happens whenever an enemy aims a gun at me, I just can't figure it out.

i have the same problem although i have a high end pc

i had the same problem and i fixed it by prioritizing ready or not in task manager
