I believe you can even cap FPS for individual games if you use the nvidia bloatware.
I had tried capping the FPS in the game settings but couldn't find an option for it. I ended up going into the Nvidia settings to cap it globally. The game no longer has egregious stuttering but still has occasional moments every few seconds. While it's not ideal, it's at least moderately playable now. Thank you for the suggestion.
Might also be worth checking if Steam's broadcast function is active, I've not used it much, but it is also a stream of sorts. If it is on it could be interfering with your stream (or just eating up bandwidth).
Another thing that occasionally causes issues: steam in game overlay, could be worth testing to see if turning it off for TW:WH3 makes the stream smoother.
Considering this situation is affected by TW:WH, Steam, Discord, your connection to your modem (if wifi, try wired) and your connection to the discord server getting the stream to be stable could be tricky, there's just too many factors involved (many of which folks like us have no influence over).
It might be worth signing on to the TW:WH discord (or discord's own fora/discord servers) and see if there are any folks on there with more experience streaming on discord, I'm more a tech support guy than a streamer.
