Yes, I do.
Though: without mods it launches normally (but since it works with mods as well when it decides to launch then it can't be a mod conflict)
And only weird thing I noticed is that this one time it launched the performance was worse than before when I think about it.
Don't expect any help from TW forums because it's been reported there and the response has been either nothing or delete your configuration files, what the duck is that going to do for you when can't even load the game?!?!?
Anyway, after a lot of trial and error and searching, here is the solution that worked for me.

Just an FYI this is an issue that goes back to WIN7 and maybe before, it's a conflict with your GPU and the App and not all systems have TDR in the REGEDIT, no idea why. Seems that the problem is somewhere between Windows, Graphic Devs and Game Devs. Hence why no one is willing to help you, because someone would have to take responsibility for the problem.
Bear in mind that setting your TDR could cause instability with other Apps or it might just work fine, but if it does you will become a master of REGEDIT having to switch it just to play TW:WH3
Haven't checked yet, will see what's it about but yeah, I too love all this "tech support" that has set of "go to - once in a 1000 cases correct answers"
Timeout Detection and Recovery, a feature in the Windows operating system that detects and recovers from issues with graphics cards. If you don't have it in your registry then following that guide will add it and the numerical settings allow you to set the time delay.
