Total War Launcher not opening

I cannot play any of the Total War games that require the launcher to start. The only way to get around it is by going into the files of the game and opening the game directly. In steam, when I press the play button it swaps to the blue "cancel" button for a few seconds then it gives up and swaps back to the green "play" button without popping up anything else. The launcher nor the game ever pop up even for a second, and no error or any sort of feedback happens. If I try to go into the files and open the launcher directly from there it tries to open Three Kingdoms but fails the same way it does on all the other Total War games. If I go into the %appdata% files for the launcher under The Creative Assembly there is only one file called "Electron" that has nothing in it.

I have tried to delete the file %appdata% file and force the game to redownload it, it doesn't work. It just keeps only downloading that one empty file. I have tried running in different compatibility modes and running both the launcher and game in administrator mode. I have unsubscribed from all my mods. I have tried restarting my computer a hundred different times. I have tried command prompts. I have tried downloading the %appdata% files from my sister's computer to replace the missing ones. I have tried validating files, it doesn't find any errors. I have tried deleting all of the files associated with Total War and Creative Assembly. I have tried updating my drivers and my computer. I have tried wiping all the files and data for Steam and all my games. And after all this, it has only made things worse.

Now I can't even play Shogun 2's campaigns as they are all greyed out. And on top of that two of the dlc I bought for Attila since this issue started won't work. The game doesn't recognize I have them. So after every fix I could find on the internet I am left with more problems than I started with. Please someone help me fix the Total War launcher and my games.
