Changing katana skin
I bought the Winter DLC pack. How can I use it to change appearance of my katana? Can't find this option in the menu.

I think the DLC skins are immediately available. Only collectible skins are locked after starting a new game. Just try to find the collectible/upgrade menu (it's one of the letter keys) and the katanas should be there.
I'd check the game myself, but I don't have access to my PC at the moment. Maybe it was the T key?

In the same menu that lets you choose other sword skins, collectibles, and upgrades. Forgot which key it was.

I've just started the game. Maybe it's unavailable at the beginning?

On that note, are different swords have different characteristics or is it just visuals?
