No it's not. This is an MMO RPG game, not a WarZ/Dust/etc type of game.
People have been asking for housing a long time, we got farm houses (they last 6 hours).
The upcoming Outpost update is also supposed to have some sort of player-built town or something? I don't know the specifics, we'll see.
For example, you can build a farm, and actually grow things there for differnt uses, or you can raise animals for the mats they provide.
Meanwhile your farmhouse provides access to the vault system, ( your storage ) and you have a mailbox outfront, plus, a traveling merchant may even stop by to setup for a while at your spot.
You can also build camps, which also provide differnt bonuses while you use them.
One reason for non permanent building is an example from another game, AO, where you could build a whole city, these stayed long after peeps left even, so soon there was no where left for anyone to build anything.
With the time frame of 4-6 hours you will find your camp or farm is going to serve your needs while online, unless your on a real playfest night. :D
Player housing would be cool in my opinion.
