go to embry, right outside of auctions theres a guy names nosmo bishop or something. Talk to him and you can make a clan.
Note: Making a clan costs 10 blue, and you need to get at least 10 members in 10 days or clan is auto disbanded. Easiest way to do this is to invite all the lvl 1s that you see to clan, because most of them quit FE in 5-10 minutes and if you can recruit em then it counts towards the 10 members. After you have 10 people the clan is out of probation and you need to keep a minimum of 2 people in clan. (So feel free to remove the lvl 1s)

Can confirm this is no longer valid information on the location part. As per the re-release a few months ago, this NPC has been removed. The nearest one is now in S2 Flagstaff, Northfields.
