Focus on Intelligence and Perception while leveling, endurance is also ideal to keep maxed. Your stats at 55 are 98 intelligence and 95 Perception.
Most crafter builds will also max endurance, this will not make or break the build. Then putting rifle to 153, wearing a Vista or enforcer t-shirt, and using Marksman Rank 3 stance will let you use the end-game shotgun when equipped.
If you are going to use a 195 Assault rifle you'd raise it to 155.
After that 170 Armor Use, 141 power/precision, 156 First Aid, and 129 Empathic to finish it up to be PVE ready.

Raising core stats will raise the max potential of the skill and all skills that use those stats.
Defense is huge in FE. It is actually a first priority before deciding weapon choice. So here is a small tip for dealing with DEFENSE consistently.
MAX Endurance - for HP
MAX ArmorUse - for damage mitigation
MAX First Aid - for healing
Other enhancing skills include...
MAX Dodge -chance to avoid CRITICAL HITS
130 points Empathic - for improved healing (near top level Bandages)
Everything else would either tweak/Add to Offense/Crafting/Etc...

This is just a guide...use your best judgment based on your playstyle.
Do not train abilities or mutations beyond the scaling that is listed on the Complete Guide to Skills and Mutations on the forums, doing so is a waste of AP.
Example : 130 Empathic does NOTHING, 129 is the cutoff point if that is your maximum.
Dodge also effects enemy armor penetration, critical hits are not as common in PVE as they are in PVP and thus tends to be a rather pitiful stat line to those that don't plan to PVP.
Also the builder above will not show your tradeskill properly at 98 int and 95 percetion, even tho in-game it will be 195 maximum. This is due to a big in the builder's script which rounds up even tho tradeskill ignored the "must scale by even number" rule.
That being said.... just to give an example of a quick setup (and still an insane 270 AP remaining)

Look for all the quests that give you AP even in the starter towns you have not been to.

Is a list of the quests that give you AP. Hunt those down and do them and you will have more AP.
As for chips sell everything you don't use for crafts and sell what you craft too and you will have enough chips.
If you cannot afford the gas for a car find the resources and craft the best cargo horse you can make at your level and use that for added inventory when you're out hunting so you don't lose out on loot you can sell.
