Failed to create the D3D9 Device! this can happen if the desktop is locked Exiting

I have just installed APB, and when I launch the game I get this error " Failed to create the D3D9 Device! this can happen if the desktop is locked Exiting", i tried to install the dx, but the game doesn't start neither. Have anyone got this problem too?

You are trying to run the game in a resolution your hardware does not support.
Simple thin to try is reset your PC, if not then
go to
steam/steamapps/common/APB Reloaded/APBGame/config and
Open Machineoptions.ini with Wordpad or notepad.
edit the
;ResX=1024
;ResY=768

options to read as
ResX=1024
ResY=768

Save the file and launch the game.
you should now be able to enter the game options for graphics at the character select screen and change your video size.

I had to remove the ;'s before the resolution settings in the option config file.

It takes 10 mins to load, but it works!

This did work for the above poster. They even said so in another post.

You should make a post describing your problem in great detail. I can't help you if you don't tell what the problem you are having is.
Most likely you are trying to apply a fix that doesn't fit your problem.

well after i did want you said to then i saved the file then launch the game it pop up the loading screen and still nothing and i search the web for anything simiar and their no pop ups or crashes it just stays at loading screen

I'm having this problem with Primal Carnage Extinction and in steam/SteamApps/common ...I tried the Primal Carnage Extinction/PrimalCarnageGame/Config ..but I don't have any idea of what I have to do, 'cause there is no Machineoptions.ini there.
I read that I can do the same in DefaultEngine.ini, but I find "ResX" and "ResY" just at "PrimalCarnageSystemSettings" and "PCServer-PrimalCarnageSystemSettings"
The resolution of my PC is 1366x768
Can someone help me please.
