The problem you will run into after doing so are multiple.
Biggest issue your camera will not follow the turning speed of your vehical so you can not see where you are driving too.
Secondarily you'll find that speed of your camera when turning while driving is directly tied to the speed of your aiming when on foot. Problem there is if you have aiming properly adjusted for running around on foot It will be wildly out of adjustment for driving. The same is true if you adjust the controller to drive properly for turns, your aiming while on foot will be extreemly out of whack.
Problem is APB doesn't support variable speeds based on the degree you push a joystick. Activation of a function is either 100% or 0. That's where a mouse becomes superior( in my opinion).
Long story short- this is unsupported and not even a proper edit to enable what you want to do. But it's the best change I've found.
TLDR: don't use a controller it will not work properly no matter what you do.
Opinion: I would advise not to personally. the keyboard and mouse are superior to the controller. Crossplatform developers try to do cross platforming between the PC and Xbox, but no matter what they do the PC whoops the Xbox 360. I mean think about it you control with your thumb, or your entire hand
